no.
both averaging and solvent flattening (correctly done) reduce noise and 
improve maps.  since they work on different principles, they are more 
powerful together than separately.  it would be wise to use them both, 
along with histogram matching, throughout phase refinement, especially if 
you are also extending the resolution of your phase set.

i cannot recall anyone in the history of NCS averaging recommending 
averaging to the exclusion of solvent flattening.
