[ccp4bb]: OPEN again

Dear All:

having an old problem again:

files opened NEW with QQOPEN cannot be written
if they exists already.

SGI platform, CCP4 4.1

Wasn't there a switch or something in compile time to make
this darn NEW behave as UNKNOWN?

Housekeeping can avoid most of those, but that one finally
did me in:

         (Raised in ccif_file_open)
System error: Cannot open 
/yusr/pom1/br/DepositFiles/unknown/unknown061302.truncate

System message was:
File exists

which prompts the following operator message
SO WHAT ?
