Hi Phil:

I'll try to have a closer look in a little while, but I think all you 
should need to do is

1.  fink selfupdate -cvs

the page http://fink.sourceforge.net/pdb/package.php/blt says it is only 
available in the cvs version

2.  fink list blt

(If fink acknowledges its presence, then you should be able to install.  
If not, then I am at least for the moment stumped.)
