dtcell in the d*TREK suite can find the reindexing matrix (and scale
factor) that minimizes the Rmerge between two refln files.  This is
especially helpful to find the matrix to reindex two reflnlists in polar
spacegroups to the same setting.  Free demo of d*TREK is available by
