Are you sure of your symmetry? You don't accidentally have a P1
crystal?
By the way, the thing to look for is "Mn(I)/sd" rather than "I/sigma",
and according to that, you're fine. But yes, I tend to get worried when
the low resolution Rmeas > 0.1, as you point out. Whereas *overall*
Rmeas of 0.12-0.15 can be just fine.
