Bink&Smacker (google for it) is yet another way to create movies 
(quicktime included) with specific frame rates.  It is shareware and 
provides a variety of other codecs as well. It was designed originally 
for making 'cut scenes' in video games, so it is well suited for making 
short movie sequences.  You can then use quicktime pro to do labelling - 
a less expensive alternative to adobe premiere.
