I think the very great majority of people that don't deposit their structure
factors have no hidden agenda or fears of being checked. The way to find out
is to propose, as a community, to make structure factor deposition a mandatory
part of the PDB deposition and see if a big uproar is heard. One selfish
reason to deposit is that it is a very good means to backup your data :)
