[ccp4bb]: Refmac Occupancy Refinement

Hello

I had noticed a message on the CCP4 bb that REFMAC was unable to refine 
occupancy.  However, this message was several years old.  Have any changes 
occured with REFMAC, which enables it to perform this task?  If not, what sort 
of strategy would be best to pursue.
