[ccp4bb]: RedHat 8.0 and BLT and ccp4i

Background: BLT is a required extension used by CCP4i for both loggraphs 
and some tables.

It seems that RedHat have withdrawn BLT from RedHat 8.0 for a strange
argument on the lines of there is no official release of BLT for
tcl/tk 8.4 ... despite RedHat 8.0 only having tcl/tk 8.3?!! see

or your nearest redhat mirror for details. (thanks to CharlesB for
tracking this down)

Because of this CCP4i will not work on a NEW installation of Redhat 8.0
without changes - and loggraph and some other CCP4i feature will never
work unless BLT is installed (it 'should' be ok with an upgraded RedHat -
provided BLT was previously installed).

Quick solution. Just install the rpm of blt from redhat 7.3. worked fine 
for me (with a strange warning) and all seems happy.
