constructor: takes scale, U value

Construct conversion operator to scale list according to the formula I_new = s^2 .exp( 4 ^2 u.|h|^2 ) I_old or F_new = s.exp( 2 ^2 u.|h|^2 ) F_old where |h|^2 = invresolsq.

Parameters:

s	The scale factor.
u	The temperature factor (U-value).
